PRHYLI

The Angelo Del Toro Puerto Rican / Hispanic Youth Leadership Institute 

Monroe Delegation

Every year youth from the Mid-West Region participate in a training consisting of a series of eight 2 1/2-hour Saturday trainings beginning in December and lasting through April. Ten students are selected to participate in the Annual Angelo Del Toro Puerto Rican Hispanic Youth Leadership Institute in Albany. The Institute's purpose is to foster the leadership skills of Latino students and to introduce them to New York State's legislative process. College scholarships are awarded to seniors on a competitive basis at the conclusion of the Institute. Students must be in 11th or 12th grade and must be Latino/Hispanic descent and interested in Latino issues to participate. The Institute is a collaborative effort among the NYS Senate/Assembly Puerto Rican/ Hispanic Task Force, New York State Education Department, Office of Bilingual Education, ASPIRA of New York, the New York City Department of Education and the Bilingual Education Technical Assistance Centers (BETACs).

All meetings are on Saturdays from 9:30 a.m. -12:00 p.m. at East High School, 1801 East Main Street, Rochester, NY 14609.  Meetings are held in Room F104 (park in Ohio Street parking lot). PRHYLI 2010 is scheduled for April 16-19,2010. All expenses are paid.

Student Selection Criteria

 
Angelo Del Toro Puerto Rican/ Hispanic Youth Leadership Institute 2009
 
Ten students will be selected to participate in the Mid-West BOCES BETAC delegation based on the following criteria: 
 
·        Currently in 11th or 12th grade
·        Strong written recommendation from teacher and/or guidance counselor
·        Demonstrated leadership skills
·        Documented involvement in the community
·        Interest in government policy making
·        Commitment to participate in:
·   Eight 2 1/2 hour  training sessions: December 19, January 9, January 30, February 13 & 27, March 6 & 27 and April 10.
AND the weekend Hispanic Youth Leadership Institute, April 16-19, 2010
·        Proficiency in communication skills in English and/or Spanish
·        Parent / Guardian interest, support, and consent
·        Final decisions may be based on follow-up interviews with BETAC staff.
 
Great care should be taken by district personnel to select students who have demonstrated academic and social maturity.
 
Application packets will be sent to students and completed application must include:
 
1.      A completed application
2.      Signed parental consent form
3.      Signed photo release form
4.      Two (2) letters of recommendation (1 from school, 1 from community)
5.      A meaningful and responsive 200 – 300 word essay (see application & rubric)
