FROM NYSED: Clarification on the NYSESLAT criteria for the NYS Seal of Biliteracy

  • In the current NYS Seal of Biliteracy Handbook, in “Appendix 1: Earning the New York State Seal of Biliteracy”, the second criteria for demonstrating proficiency in English reads:  “ELLs score at the Commanding level on two modalities on the New York State English as a Second Language Achievement Test (NYSESLAT).”  This will be changed to “ELLs score at the Commanding level on two modalities on the New York State English as a Second Language Achievement Test (NYSESLAT) as demonstrated by an overall scale score of 290.”
  • Please see the attached memo titled, “Clarification on the Criteria for Earning the New York State Seal of Biliteracy (NYSSB)”, for additional information.
  • For assistance or clarification on this change, you may contact Candace Black in the Office of Bilingual Education and World Languages in Albany at (518) 474-8775 or email her at candace.black@nysed.gov.
