The Rochester Area School Health Plan II (RASHP II) is a municipal cooperative health benefit Plan made up all of the public school districts and two Boards of Cooperative Educational Services (BOCES) in Monroe County. The Plan provides high quality health care to more than 15,000 employees and their families. The shared risk pool has provided a great value of quality and costs the local school communities.
Plan Structure and Governance:
RASHP was established in 2004 and operates under a Certificate of Authority granted by the New York State Department of Financial Services in accordance with Article 47 of the New York State Insurance Law. The Plan is governed by a Board of Directors made up of one representative from each participating district and includes union representation from each union that has exclusive collective bargaining representation of employees covered by the Plan.
Administrative services are provided by Excellus BlueCross BlueShield and Monroe 2-Orleans BOCES along with specialized healthcare consulting and legal organizations.
