Distraction-Free Schools

Devices Down. Possibilities Up.

Store all internet-enabled personal devices from arrival to dismissalStudents deserve environments that support focus, creativity and meaningful connection. In alignment with New York State requirements, Monroe 2-Orleans BOCES is implementing a distraction-free policy at all BOCES 2 locations for the 2025-26 school year. This initiative supports academic success, emotional well-being and safer school communities.

What Families Should Know

Motivation Not NotificationWhat's Changing?
Students will store all internet-enabled personal devices from arrival to dismissal. This includes:
  • Smartphones
  • Smartwatches
  • Tablets
  • Any device that connects to the internet for non-educational use
This applies only in BOCES 2 programs located in BOCES-owned or leased buildings. Programs housed in component districts will follow their district’s policy.

Each program will provide secure, designated storage for student devices. These systems will vary slightly by site and will be shared with families before the school year begins.

Contacting Students During the School Day

Connection Not DistractionFamilies can reach students during the day by calling their program’s main office:
  • Career and Technical Education (WEMOCO, Springdale Farms and URMC Strong): 585-352-2471
  • Ridgecrest Academy: 585-617-2950
  • Westside Academy: 585-617-2550
  • Westview Exceptional Children: 585-617-2570
In the event of an emergency, BOCES 2 will activate mass communication systems and ensure families are kept informed.

Are There Exceptions?

Education Not TemptationPersonal, internet-enabled devices may be used:
  • for health-related needs,
  • when specified in an IEP or 504 Plan,
  • with teacher permission for an educational purpose, or
  • for translation services.

What Happens if a Student Breaks the Rule?

Creation Not ImitationBOCES 2 will use a progressive, four-step response:
  1. First Violation: Device returned to storage and incident documented by teacher. Teacher contacts family.
  2. Second Violation: Device returned to storage and a documented referral to an administrator. Administrator contacts family.
  3. Third Violation: Referral, continued contact with the family and collaboration with home district to discuss additional supports or program fit.
  4. Fourth Violation: Referral, counseling support and continued collaboration with home district and family.
Violations of this policy alone do not result in suspension. Disciplinary action only occurs if behavior escalates to disruption, insubordination or safety concerns during the response process..

What the Research Says

Participation Not IsolationData and community feedback show that personal devices contribute to distraction, stress and disconnection during the school day:
  • 97% of students report using their phones at school
  • Students spend an average of 4.8 hours daily on social media
  • 55% of students report experiencing cyberbullying
  • Device use during class is linked to lower test performance, reduced engagement and more classroom disruptions

Families, students and staff across BOCES 2 also shared their voices. While many support reducing distractions, the call for flexibility, fairness and mental health support was clear.
