The Monroe 2-Orleans BOCES Reopening Task Force was formed and has been meeting to direct the development of our reopening plan. In developing our plan, BOCES 2 has sought feedback and input from administrators, faculty, staff, parent/guardians, local health department officials and health care providers, employee unions and our component districts. Engagement efforts included online surveys, virtual forums/meetings, one-on-one conversations and regular consultation with the Monroe County Health Department. The Monroe 2-Orleans BOCES District Superintendent serves on the Finger Lakes Reopening Task Force and the Health and Medical Advisory Work Group to support consistent communication within the region. On-going work on how the plan will be implemented in each BOCES 2 program will continue through August and include stakeholders in the Monroe 2-Orleans BOCES community.

BOCES 2 remains committed to communicating all elements of this reopening plan to students, parents/guardians, staff, visitors and component district partners. The plan is available to all stakeholders via the BOCES 2 website at https://www.monroe2boces.org/reopening, and will be updated regularly throughout the school year, addressing local and state circumstances. The link to the plan appears on the website homepage and as a drop down item under the Community tab in the main navigation of the website homepage.  Every effort has been made to ensure that the plan is accessible to all individuals in accordance with the Web Content Accessibility Guidelines (WCAG) 2.0 Level A/AA. The plan can also be translated into other languages, via the G-Translate feature available on the BOCES 2 website.

As part of its planning for the reopening of schools and the new academic year, BOCES 2 has developed a plan for communicating all necessary information to students, parents/guardians, staff, visitors, education partners and vendors. BOCES 2 will use its existing communication channels – including e-mail, the BOCES 2 Employee Portal, the BOCES 2 website, social media, printed materials, and automated phone calls - as appropriate. BOCES 2 will also post appropriate signage and utilize training opportunities to support the dissemination of consistent messaging regarding protocols and procedures, expectations, requirements and options related to school operations throughout the pandemic.

BOCES 2 has developed a communications plan for students, parents/guardians, staff, visitors, education partners and vendors  that includes applicable instructions, training, signage, and a consistent means to provide individuals with information. This plan aligns with BOCES 2’s previously developed pandemic plan and provides flexibility to adjust to changing circumstances. The plan is centered on continuous close communication and coordination with component districts and community partners to provide consistent messaging. This messaging will be done using e-mail, the BOCES 2 Employee Portal, the BOCES 2 website, social media, printed materials, and automated phone calls as appropriate.

BOCES 2 will ensure all students are taught or trained on how to follow new COVID-19 protocols safely and correctly, including but not limited to hand hygiene, proper wearing of face coverings, social distancing, and respiratory hygiene. BOCES 2 will encourage all students, faculty, staff, and visitors through verbal and written communication (e.g., signage) to adhere to CDC and DOH guidance regarding the use of Personal Protective Equipment (PPE), specifically the necessity of wearing face coverings when social distancing cannot be maintained. The implementation of these processes and protocols will be regularly reviewed by BOCES 2 and outside health professionals. The effectiveness of implementation will be regularly reviewed BOCES-wide to determine if adjustments are necessary.

School Closures

BOCES 2 is prepared for situations should a building or program need to close due to a significant number of students or staff testing positive for COVID-19 or a considerable regional increase in COVID-19 cases.

Any decision to close a building or program will be made in consultation with state and local health officials, health professionals, and component superintendents and administrators. Decisions will be guided by reviewing metrics such as increased absenteeism or increased illness which may serve as early warning signs that positive COVID-19 cases may be increasing beyond an acceptable level.

BOCES 2 may choose to modify operations in one or more buildings or programs prior to closing to help mitigate a rise in cases.  BOCES 2 will consult its own health professionals, state and local health officials, and component superintendents and administrators when making such decisions.

In the event of any closure or modification of operations in a building or program, BOCES 2 will communicate all necessary information to staff, students, parents/guardians, visitors, education partners and vendors. BOCES 2 will use its existing communication channels including e-mail, the BOCES 2 Employee Portal, the BOCES 2 website, social media, printed materials, and automated phone calls, as appropriate.
